I have three question about lecture of SEP,08.

1.At the first paragraph
 “Is this a tacit acknowledgement at all, Mr. President,
  I've knew that "at all" used in negative sentence. 
    In this case, Is "at all" also one of idiomatic expression?
   because I think "at" is useless. 
2 At the forth paragraph
 "We want them to receive the justice that they denied other people (the justice)."
 
  In this sentence I could hear the "preceive" not the "receive". 
  What is correct?
  
3. Is it correct that the justice omitted after "people"
